Months after borough officials stated that administrative control of the Columbia Borough Police Department would be transferred to Chief Holly Arndt, questions remain regarding why that transition has not yet been fully completed and what impact that could have moving forward. Earlier this year, Borough Manager Jack Brommer indicated that the transfer of administrative control would be completed following the borough’s transition from Truist Bank to Fulton Bank, with a target date of August 1. That deadline has now come and gone. Despite previous statements that the transition would be completed, questions remain regarding administrative authority, purchasing control, communications systems, and other functions necessary to fully manage and operate the police department.
Why This Matters to our community!
This discussion is not about the performance of Chief Holly Arndt or the officers of the Columbia Borough Police Department. In fact, many residents believe Chief Arndt should be given every tool, resource, and authority necessary to successfully lead the department. The concern being raised is a simple one: If Chief Arndt is responsible for running the police department, should she also have complete control over the administrative functions needed to do so? Residents believe authority and responsibility should go hand in hand.
Questions Still Being Asked???!!!
The Columbia Chronicle continues to hear questions from community members, including:
- What portions of the transition have been completed?
- What functions have not yet been transferred to Chief Arndt?
- Who currently controls police department bank accounts?
- Who has approval authority for equipment purchases?
- Who controls departmental communications systems and administrative records?
- Has a full inventory of departmental assets been conducted?
- What is preventing the transition from being completed?
These questions remain matters of public interest because they relate to the operation of a taxpayer-funded public safety agency. These discussions are even more important because BoroughManagerJackBrommerisexpectedtoretireinNovember. If administrative responsibilities have not yet been transferred to Chief Arndt, residents are asking what happens next. Will those responsibilities be transferred before Brommer leaves office? Will they be assigned to a new borough manager? Will another transition period be required? Could additional delays occur? Many residents believe these questions should be answered prior to another significant change in borough leadership.
Our citizens want clarification!
To better understand the current status of the transition, The Columbia Chronicle recently sent an email to Borough Manager Jack Brommer requesting clarification regarding what responsibilities have been transferred, what responsibilities remain outstanding, and what plans are in place before his retirement. As of publication, no response had been received. Should clarification be provided, The Columbia Chronicle will publish that information so residents have a better understanding of how the department is being administered and what changes may still be forthcoming.
