COLUMBIA, PA. Residents planning to follow local government developments will have several noteworthy items to watch during the Columbia Borough Council’s regular meeting tonight, September 8, beginning at 7:00 p.m. in the Paul W. Myers Council Chambers.
The meeting will be livestreamed on the Borough’s YouTube channel, allowing community members to stay informed on decisions affecting local organizations, public safety, housing initiatives, and upcoming community events.
Council will begin the evening by announcing an executive session that was held before the meeting to discuss a personnel matter.
Community Funding Requests
Among the action items on tonight’s agenda is the approval of budgeted payments to several community organizations that play important roles in preserving Columbia’s history, supporting education, and honoring veterans.
Proposed allocations include:
- $5,000 to the Columbia Historic Preservation Society
- $5,000 to Mount Bethel Cemetery
- $20,000 to the Columbia Public Library
- $1,000 to the Columbia United Veterans Council
If approved, the funding will help support programming, maintenance, and services provided by these organizations throughout the community.
Public Safety Initiative
Council will also consider joining the Alternate Dispatch Pilot Program with Penn State Life Lion. The program is designed to explore alternative methods of dispatching appropriate emergency resources and could have implications for emergency response services within the borough.
Additional details about the pilot program are expected to be discussed during the meeting.
Housing Partnership Agreement
Another item before council is a proposed memorandum of understanding with Columbia Catholic Housing. The agreement could strengthen collaboration on housing-related initiatives and community development efforts.
Watch and Clock Museum Project Moves Forward
A significant portion of the meeting will focus on the National Association of Watch and Clock Collectors (NAWCC), one of Columbia’s most recognizable institutions.
Council is scheduled to receive a presentation regarding the organization’s second Redevelopment Assistance Capital Program (RACP) award from representatives David Grey and Troy Okum of GMS Funding Solutions.
Council will also consider two related measures:
- A Sub-applicant Cooperation Agreement between the NAWCC and the Borough of Columbia regarding the RACP award.
- Resolution No. 2026-18 authorizing the NAWCC to file a project management proposal for an additional $500,000 RACP grant to support museum renovation efforts.
The project is expected to continue improving the internationally recognized museum and educational facility located in Columbia.
Halloween Event Seeks Approval
Council is expected to consider approval of the Create Columbia Halloween Happenings event scheduled for Sunday, October 25, from 3 p.m. to 8 p.m.
The family-friendly event would include demonstrations, food vendors, and decorated vehicles. Organizers are requesting the temporary closure of South Third Street between Locust and Cherry Streets during the festivities.
If approved, the event would add another seasonal community gathering to Columbia’s fall calendar.

Council members will also hear reports from borough staff, the solicitor, engineer, and borough manager before concluding with council comments.
